Highlights of the approaching 'fiscal cliff'

The "fiscal cliff" is an economy-rattling combination of expiring tax cuts and major across-the-board spending reductions to the Pentagon and domestic programs.

It's the punishment for previous failures of a bitterly divided Congress and White House to deal with the government's spiraling debt or overhaul tax laws. The Congressional Budget Office estimates that the austerity program would reduce the deficit by $503 billion through the end of next September, or approaching $700 billion for the entire calendar year. The CBO says millions of jobs could be lost.

The fiscal cliff includes:

?The expiration of George W. Bush-era tax cuts on income, investments, married couples and families with children and inheritances. In addition, some 26 million additional face the alternative minimum tax next filing season, which would raise their taxes by an average of $3,700. Cost through September: $330 billion.

?A $55 billion, 9 percent cut in the defense budget next year and another $55 billion in cuts to domestic programs, including a 2 percent cut to Medicare providers.

?The expiration of unemployment benefits for the long-term jobless. Cost: $26 billion.

?A sharp cut in reimbursements for doctors participating in Medicare. Cost: $11 billion.

?The expiration of Obama's temporary 2 percentage point cut in payroll taxes. Cost: $95 billion.

?A variety of smaller taxes cuts for both businesses and individuals collectively known as tax "extenders." They include a tax credit for research and development and a deduction for sales taxes in states that don't have an income tax. Cost: about $65 billion.

?A need to increase the government's borrowing cap (the so-called debt limit) of $16.4 trillion. The government is expected to hit the cap late this year but the Treasury Department has the authority to juggle certain accounts to buy several more weeks of time so that Congress won't have to act until early next year.

Keegan to lead Catholic Charities' Child and Family Services ...

kevin keeganKevin Keegan, president and CEO of the Family League of Baltimore City, has been selected to lead Catholic Charities? Child and Family Services. He will ?succeed Mark Greenberg, who is retiring after 39 years of service to Catholic Charities.

The Child and Family Services division of Catholic Charities is a national leader in behavioral health, child welfare, special education, early childhood, and family development services. The division employs over 850 staff and operates a wide array of state-of-the-art programs throughout Maryland.

Keegan, who will also become a member of Catholic Charities? executive leadership team, has been at the Family League of Baltimore City since 2010. During that time, he has expanded the agency?s free supper and home meals program, helped implement ?B?more for Healthy Babies,? the successful infant mortality public education campaign developed in conjunction with the Baltimore City Department of Health, and expanded the reach of the organization through collaborations around grade-level reading, summer activities for students, and community schools. Keegan also grew the budget by $5 million, a 25 percent increase, to expand services for Baltimore City children and families.

Keegan received an master?s in Health Services Administration from Central Michigan University, as well as a bachelor?s degree in psychology and an master?s in clinical psychology from Loyola University Maryland.

Keegan will assume his new duties at Catholic Charities in January and a search will begin for his replacement at the Family League in mid-November.

Four sue over deadly Texas train collision with veterans parade

SAN ANGELO, Texas (Reuters) - Two military veterans and their wives who were riding on a parade float struck by a freight train this month in West Texas filed a lawsuit on Wednesday against Union Pacific railroad and the company that provided the flatbed trailer used as a float.

The suit, which appears to be the first since the November 15 crash that killed four veterans, was filed in Midland County District Court by Richard Sanchez, Heather Sanchez, Todd King and Laci King. The parade in Midland, Texas, was part of planned events saluting U.S. veterans of the Iraq and Afghanistan wars.

The lawsuit says that Union Pacific, the operator of the train, failed to provide a safe railroad crossing or a proper warning of an approaching train. It also says that the truck driver employed by Smith Industries, who drove the truck pulling the float, failed to exercise reasonable care for his passengers.

It seeks to prevent Union Pacific and Smith Industries from altering equipment related to the crash and would allow representatives of those suing to examine the equipment.

Richard Sanchez, an Army sergeant, pushed his wife to safety and sustained a spinal cord fracture that has left him with no feeling or movement in his legs, Kevin Glasheen, a lawyer for Sanchez, said earlier this month. The lawsuit says that all four plaintiffs suffered, though Glasheen said Wednesday that the others do not have life-changing injuries like Sanchez.

"While we cannot comment on the lawsuit specifically, the timeline of events outlined by the (National Transportation Safety Board's) investigation shows the truck proceeded onto the tracks eight seconds after the red flashing lights and bells activated," Union Pacific spokesman Tom Lange said in an email. "Disregarding active warning signals is extremely dangerous and we urge drivers to stop once the red flashing lights and bells activate. We will continue to work with federal, state and local authorities investigating this unfortunate accident."

An employee with Smith Industries said Wednesday that the oilfield equipment company did not have any comment.

The National Transportation Safety Board finished its on-scene investigations on Tuesday, and a preliminary report could be available in the coming weeks, agency spokesman Peter Knudson said.

Police have identified the dead as Marine Chief Warrant Officer Gary Stouffer, 37; Army Sergeant Major Lawrence Boivin, 47; Army Sergeant Major William Lubbers, 43; and Army Sergeant Joshua Michael, 34.

Experts exhume remains of Palestinian leader

RAMALLAH, West Bank (AP) ? Palestinian authorities on Tuesday opened Yasser Arafat's grave and foreign experts took samples from his remains as part of a long-shot attempt ? eight years after the iconic leader's mysterious death ? to determine whether he was poisoned, as relatives and some political successors have claimed.

The exhumation began before dawn, under the cover of huge sheets of blue tarpaulin draped over Arafat's mausoleum in his former government compound in the West Bank city of Ramallah.

By mid-morning, the grave was reclosed, said Tawfik Tirawi, a former Palestinian intelligence chief who heads the investigation into Arafat's death.

Arafat died in November 2004 at a French military hospital, a month after suddenly falling ill at his Ramallah compound, which was at the time besieged by Israeli troops. The immediate cause of death was a stroke, but the underlying reasons were unclear, leading to widespread belief in the Arab world that Israel poisoned the 75-year-old symbol of Palestinian nationalism.

Israel has denied involvement in Arafat's death.

An investigation was launched at the time, but it then lay dormant for years, only to be revived this summer when a Swiss lab detected elevated traces of a lethal radioactive substance, polonium-210, in biological stains on his clothing.

The lab said the tests were inconclusive and that it needed to examine the remains for a clearer picture. Arafat's successor, Mahmoud Abbas, authorized the exhumation despite strong cultural and religious taboos against disturbing a gravesite, apparently to avoid any suggestion that the current leadership was standing in the way of a thorough investigation.

Since mid-November, workers have been drilling through thick layers of concrete encasing the tomb.

The grave was opened before dawn Tuesday, according to a Palestinian official who spoke on condition of anonymity because he was not authorized to discuss the details of the exhumation with the media.

The official said some of the remains were moved to a nearby mosque, but that the team then encountered technical difficulties. He would not elaborate. The experts decided to return the remains to the grave and take the samples without moving what was left of the body, the official said.

The exhumation was attended by experts from Switzerland, France and Russia who will examine the samples in their home countries, the official said. Earlier, samples were also taken from Arafat's bedroom, office and personal belongings, he said.

Public reaction in the West Bank was mixed.

Nidaa Younes, a Palestinian government employee, said it was unnecessary to dig up the remains. "Our religion forbids exhuming graves. It is not nice at all to do this, even if religion permits it in some cases," she said, adding that she believes Israel was responsible for Arafat's death.

Ramallah resident Tony Abdo said he supports the exhumation, expecting it to prove that Arafat did not die a natural death.

Suspicions about Arafat's death flared again over the summer, when the Arab satellite TV channel Al-Jazeera took some of Arafat's belongings, provided by his widow Suha, to a Swiss lab for testing. The belongings being tested included what Mrs. Arafat said were her husband's fur hat and a woolen cap with some of his hair, a toothbrush, and clothing with his urine and blood stains.

The Institute of Radiation Physics discovered elevated traces of polonium-210, the same substance that killed Alexander Litvinenko, a former KGB officer turned Kremlin critic, in 2006.

Mrs. Arafat urged the Palestinian Authority, the West Bank-based self-rule government headed by Abbas, to exhume her husband's remains and also asked the French government to launch a separate investigation. Eventually, Abbas also requested that Russia join the probe.

But the exhumation and the testing of the remains might not resolve the mystery. Polonium-210 decomposes rapidly, and some experts say it is not clear whether any remaining samples will be sufficient for testing.

For decades, Arafat was the symbol of the Palestinians' struggle for an independent state. Since returning to the Palestinian territories in the early 1990s, as part of interim peace deals with Israel, he zigzagged between leading negotiations with Israel and condoning violence as a means of obtaining political goals.

Arafat, along with two Israeli leaders, received the Nobel Peace Prize in 1994 for his commitment to work toward peace with Israel. He later presided over the Palestinians as they waged a violent uprising against Israel's occupation of the West Bank, Gaza and east Jerusalem, the territories they seek for an independent state.

Israel accused him of ordering attacks against Israelis, and confined him to his Ramallah compound. He stayed there for more than two years before falling ill.

In his later years, Arafat also faced criticism at home, with some accusing his political circle of corruption and the pocketing of large amounts of aid. But he remains a widely revered figure in the Palestinian territories, and his portrait frequently appears in government offices and street posters.

James Hall raises the roof, even if the ceiling crumbles

Though he has toured all over the world, it?s clear that American gospel artist James Hall and his choir, Worship & Praise, have a soft spot for Canada. And the feeling seems to be mutual.

?We love coming to Canada because of the appreciation and the love that we receive from Canadians when we go there,? the New York City-based singer/songwriter said in a recent phone interview. ?There?s never been a time when we?ve come that people didn?t give us a great response.?

Hall, who performs Saturday, Nov. 24?at the Outremont Theatre, said it?s that kind of reception that prompted him to record two live albums in Canada: this year?s Trip Down Memory Lane, which was recorded in Toronto, and 1995?s King of Glory, recorded in Montreal.

?We made a trip to Canada before (King of Glory) and we really liked the whole Canadian vibe because the crowd was so energetic; we wanted to capture that on a CD. And it was just like that when we recorded the album in Montreal. Before we even came out, the crowd was chanting ?James Hall and Worship & Praise!? We definitely don?t see that here in the States.?

In fact, Montreal audiences won?t even let personal safety concerns deter them from enjoying Hall?s shows.

?One time we were in Montreal, and we were performing in an old cathedral. In the middle of the concert, a part of the ceiling fell in. In most places, the concert probably would have ended right there, but those people just wiped the dust off their shoulders and just kept right on enjoying the concert!?

Audiences have been enjoying Hall and his stellar choir for a staggering 25 years. He said the group planted the seeds of their longevity early in their career.

?When Worship & Praise first started, we were really strong on prayer visuals. We did a lot of retreats where we would go away and be with the Lord and pray for the ministry. And I really believe that what we did when we first started out built a strong foundation.?

That foundation has seen the choir through many changes over the years.

?I don?t have most of the people who started out with me 25 years ago. As a matter of fact, there are people in the choir now who are not even 25 years old. But I have (choir members) who have been with me for over 15 years, so we?re like family. And I think building this family over the years has made us strong.?

It?s also made them music industry favourites. The group is not only nominated in the Choir of the Year category for the 2013 Stellar Awards ? the gospel industry?s equivalent of the Grammys ? but for the first time in their career, they are in first-round considerations in the gospel category for the 2013 Grammys. Hall seems to take it all in stride.

?It?s a humbling experience to be recognized by such great organizations, because there?s so many gospel artists that when you?re singled out to be nominated for awards it?s always like, ?Wow, me?? But it?s not a deal breaker. It?s not like if I was never nominated, I would stop doing what I do. The real reward is when people come up to you and say, ?Your music has changed my life.? ?

Ultimately that fits Hall?s goal of finding new converts, and not just preaching to the choir.

?I mean, we could sing all day to other Christians and encourage each other, but it?s really about drawing new people to Christ. That?s supposed to be the main purpose here.?

'Rise of the Guardians' director Peter Ramsey: The 'Obama of - theGrio

In many eyes, Peter Ramsey, director of the upcoming DreamWorks film Rise of the Guardians, is a pioneer: the first African-American filmmaker to direct a major, big budget CG-animated motion picture. Yet for Ramsey, himself, the milestone feels more like a necessary progression of sorts than an executed plan.

The director, who was honored by the African-American Film Critics Association (AAFCA) and the City of Los Angeles at a special screening of the movie on Saturday in L.A., believes the crowning achievement is due to his dedication and focus, sticking out the grind of Hollywood in order to let time open up a world of grander playing fields.

?It?s just like any other part of the industry, or any other part of the working world,? Ramsey told theGrio. ?It?s just part of the evolution. Why?d it take so long to have a black president? Same kind of thing, but I think it?s one of the those things ? there were a lot of people?s shoulders that I stood on?It was all based on work, and being ready when the right opportunity came along. It really wasn?t anything more special than me doing what you should do anyway, which is work as hard as you can, do as good a job as you can, and be prepared when luck knocks on the door.?

Ramsey?s work in filmmaking dates back to 1989, when he started out as a storyboard artist for the live action film, A Nightmare on Elm Street. As a kid, he grew up in the Crenshaw district of Los Angeles, attending grade school in the neighborhood then heading west-side to the Palisades for an arts-driven high school. He spent two years in college at UCLA before dropping out to pursue his interests in the movie business.

In Hollywood, Ramsey continued up the art department ladder, working with top directors like Steven Spielberg, Ang Lee, John Singleton and David Fincher on some of the more notable films of the last couple decades. He served as Assistant Director on Poetic Justice and Godzilla, among others, and primarily focused his work on designing live action stories before shifting gears to animation on 2004?s Shark Tale.

With his directorial debut, Rise of the Guardians, out in theaters today, Ramsey pulls from his roots in traditional filmmaking and his keen sense of flair for the imaginative. The story follows a dedicated camaraderie between ?North? a.k.a. Santa Claus (voiced by Alec Baldwin); ?Bunny,? the Easter Bunny (Hugh Jackman); and ?Tooth,? the Tooth Fairy (Isla Fisher) as they recruit Jack Frost (Chris Pine) to assist them in saving the world?s children from the darkness of ?Pitch,? the Boogeyman (Jude Law). A sophisticated composite of sharp edits, close-up shots, theatrical lighting and 3D visuals, the film very closely resembles the feel of a live action feature, and is as funny and unique as it is charming.

Furthermore, it?s testament to Ramsey?s bold and visionary demeanor, a vivid thinker who opted to have Santa Claus step out with arms covered in tattoos of the naughty and nice.

?That was actually one of the first things I thought of,? Ramsey recalls. ?We were just looking for ways to say he?s really different. He?s really kind of crazy, and not that he?s negative or dark or aggressive, but that?s he?s passionate and he will do anything to fulfill his mission.?

Similarly, Ramsey?s life advances a mission set forth by many before him. He arrives at a time when the landscape in animation has begun a transition to more accurately reflect the American cultural diaspora. In 2009, Disney released The Princess and the Frog, its first animated tale to feature an African-American princess; in 2012, the studio debuted its first Latina princess with the TV movie Sophia the First: Once Upon a Princess. Neither film was absent of criticisms; many felt these characters were thrown into the story lines with no honor or sensitivity towards their heritage. Nevertheless, it was progress.

Arugula Salad With Creamy Greek Yogurt & Fig Dressing - Kalofagas

I am delighted to share recipes that highlight Greek ingredients. This creamy salad is brought to you by one of Greece?s most popular exports ? Greek yogurt. This salad is creamy without resorting to mayonnaise, there?s reconstituted dry figs, lemon zest, fresh thyme and another best- Greek olive oil.

If that ingredient list didn?t convince you, there?s also some Mousto Balsamic vinegar, a wonderful product from my friends at Acropolis Organics. Mousto refers to grape must or, the first crush of grapes (think grape stomping) and it is rather sweet. There is some tang in this vinegar so I?ve also added some lemon zest and lemon juice to balance the flavour.

There?s some fresh thyme to offer some savory and sliced hazelnut to compliment the figs. Ahhh figs. Even though they aren?t season any more I still love dry figs. I reconstitute them in boiling water then soak them in a bit of Metaxa. The hint of Metaxa, the sweet figs, tart yogurt and savory thyme play against the peppery arugula greens.

I love this salad, a great for the cold months and easy to prepare for family or for guests.

Arugula Salad With Creamy Greek Yogurt & Fig Dressing

(serves 4-6)

8-9 dry figs

hot water

approx. 2-3 Tbsp. Metaxa

1/2 cup strained Greek yogurt

2 Tbsp. Mousto Balsamic vinegar

1/4? cup extra-virgin olive oil

1 tsp. thyme leaves

zest of 1 lemon

lemon juice to taste

salt and pepper to taste

about 4-6 cups of rinsed and dried arugula leaves

sliced hazelnuts for garnish

  1. Place your dried figs in a bowl large enough to just contain them and cover with boiling water. Cover the bowl with a plate and allow the figs to rehydrate for 10 minutes. Remove the figs and quarter ? place half the figs in a food processor along with the lemon zest, Mousto balsamico, yogurt, olive oil, lemon zest and 2-3 Tbsp. of the water used to rehydrate the figs.
  2. Place the remaining figs in a bowl and drizzle some Metaxa over them and toss. Allow to steep in the Metaxa for 10 minutes.
  3. Process until just blended and adjust taste with salt and pepper, lemon juice to taste and stir-in the thyme leaves.
  4. Toss your salad greens with the dressing and plate with a topping of macerated (figs soaked in Metaxa) and sliced hazel nuts. Drizzle with extra-virgin olive oil and fresh ground pepper.

Art's perfect theft: the 'Ghent Altarpiece'

(AP) ? The main suspect in the legendary art heist is said to have whispered with his dying breath: "Only I know where the 'Adoration' is..."

More than seven decades later, the whereabouts of a panel belonging to one of Western art's defining works, the "Adoration of the Mystic Lamb," also known as the "Ghent Altarpiece," remains a mystery.

If the stunning heist of Picasso, Monet and Matisse paintings in Rotterdam, Netherlands, last month focused attention on the murky world of art theft, the gothic Saint Bavo cathedral in Ghent has been at the center of a crime that has bedeviled the art world for decades.

"The Just Judges" panel of the Van Eyck brothers' multi-panel Gothic masterpiece hasn't been seen since 1934, when chief suspect Arsene Goedertier suffered a stroke at a political rally and died after murmuring those fateful words to a confidant.

The theft has kept the country enthralled ever since, with its heady mix of priceless art and scintillating detective story.

Ghent was hit by two thefts on the night of April 10, 1934: "One was a wheel of cheese," said detective Jan De Kesel. "The other was the panel."

That slowed up the investigation of the art theft, in which a minor panel of the "Adoration of the Mystic Lamb" representing St. John the Baptist, was also lifted.

"Don't laugh," said De Kesel, one of a long line of detectives searching for the lost work: "It was 1934, there was an economic depression ? and the wheel of cheese had priority."

The probe went nowhere until the St. John the Baptist panel was found that year in the luggage claim of a Brussels train station wrapped in brown paper. It wasn't the sign of a guilty criminal conscience ? just an extortion ploy proving that the thief, or thieves, had "The Just Judges." A note demanded a million Belgian francs, a massive sum at the time, for the panel's return.

The local bishop produced only a fraction of the ransom demand and more extortion letters followed.

Then Goedertier died, yielding another clue in his apparent confession: "In my office ... drawer ... closet." There, copies of the old extortion letters and the draft of a new one were found.

Adding to the theft's mystique, this last one read: "'The Just Judges' are in a place where neither I nor anyone else can take it without drawing the public's attention." Police also found indecipherable drawings possibly pointing to a hiding place.

Ever since, Belgium has been in the grip of a decades-long treasure hunt, one that has drawn detectives of every ilk: cab drivers, computer scientists, lawyers, retired police inspectors, among others.

From divining rods to endoscopes to SS Nazi search parties, it has all been to no avail. Overanxious amateur sleuths have even drilled holes in important monuments on the hunch the panel might be there.

One of the more popular theories is that Goedertier, a stockbroker, may never have taken the panel out of the cathedral, but hidden it somewhere inside. But lifting every pane or tile in the massive St. Bavo would carry a prohibitive cost and risk damaging the historic edifice.

"There are not even indications as to what part of the church it might be in," said De Kesel. "And I tell you, there are an awful lot of nooks and crannies."

Perhaps closest to the mystery these days is art restorer Bart Devolder, at Ghent's Museum of Fine Arts. He is working on the most ambitious restoration yet of the 15th-century painting. Devolder hopes the five-year restoration will raise interest in the theft of "The Just Judges," which was replaced in 1941 by a much-lauded copy by art restorer Jozef Vander Veken.

The ongoing restoration "offers the opportunity for a new boost to look for it," Devolder said in an interview while taking a break from work. "It really bothers me that the work is not complete."

"The Adoration of the Mystic Lamb" was finished in 1432 as medieval times gave way to the Renaissance, and the work's stunning detail and sense of light were at the time unsurpassed.

Much as the restoration of Rome's Sistine Chapel a dozen years ago wiped the grime off Michelangelo's multicolored glories, there is hope the same will happen to the "Ghent Altarpiece" under Devolder's efforts.

"If we remove the yellowing varnish, people will see the genius of Van Eyck even more," Devolder said.

He maintains hope that he will one day get his hands on "The Just Judges"? for restoration only of course. "I am sure it will take a great deal of work," he said, "depending where it was kept."

He made an appeal to whoever might have possession of the panel.

"We have an extra easel here," said Devolder. "They can quietly bring it in here. "No questions asked."

MANILA, Philippines - When the Cybercrime Prevention Act or RA 10175 was signed into law on September 12, it unleashed a torrent of strong condemnation from members of the media, civil society, and even some politicians -- in spite of attempts to defend the law.

Critics argued for its immediate repeal or revision, calling the law an assault on freedom of expression and a throwback to the martial-law era. Chief among the contentious provisions of the law are section 4(c) on online libel and section 19 that allows the government to restrict data access.

A campaign to repeal it began online through social networking sites and blogs, but with no clear leader or unified position. Its reach extended throughout the country and took on a life of its own, culminating in the filing before the Supreme Court of several petitions for its immediate suspension.

On October 9, the Supreme Court issued a temporary restraining order valid for 120 days, effectively placing RA 10175 in the judicial equivalent of limbo.

While the High Court is not known to kowtow to public opinion, many claimed the TRO as a victory for millions of Filipino netizens.

Once again, online social media helped call attention to a pressing issue and galvanized many to voice their opinions for or against the law. This reflects the increasing leverage social media has to shape the future.

Changing landscape

Petraeus biographer said to regret affair

WASHINGTON (AP) ? Paula Broadwell is telling friends she is devastated by the fallout from her extramarital affair with retired Gen. David Petraeus, which led to his resignation as head of the CIA.

A person close to Broadwell said Sunday she deeply regrets the damage that's been done to her family and everyone else's, and she is trying to repair that and move forward. The person spoke on condition of anonymity because he was not authorized to speak publicly.

A group of friends and neighbors welcomed Broadwell, her husband, Scott, and their young sons back to their home in Charlotte, N.C., after Broadwell spent more than a week being hounded by media while staying at her brother's home in Washington. The family associate said she was overwhelmed by the outpouring of support from her neighbors.

While Petraeus has given one interview, and communicated his regret over the affair through friends and associates, this is one of the first messages to the public from Broadwell.

Broadwell is still being investigated by the FBI over classified documents found on her laptop and in her home, which investigators believe the author gathered while researching her biography of Petraeus in Afghanistan. Investigators say many of the documents are old and may no longer be classified despite their labels, and say Broadwell told them she did not get them from Petraeus.

The FBI stumbled onto their relationship after tracking anonymous emails Broadwell allegedly sent to Tampa socialite Jill Kelley, warning Kelley to stay away from Petraeus and Afghanistan war commander Gen. John Allen.

Kelley served as sort of an unpaid social liaison for Central Command, hosting parties at her and her husband's home, where senior officers would mingle with Tampa's elite. Officials say Kelley kept in near constant contact with Allen, and Petraeus before him, apparently trading on her friendship with the four-star commanders to advance her social status in the military-conscious community of Tampa.

The scandal widened when the Pentagon announced it was looking into that copious correspondence between Kelley and Allen, searching for possible evidence of an inappropriate relationship between the two married people. Allen's nomination to lead the U.S. European Command has been put on hold, pending results of the investigation, though officials now concede only a handful of the emails between Kelley and Allen are of a flirtatious or questionable nature.

The FBI found no reason to further investigate Petraeus, but the CIA is now investigating whether the former director behaved inappropriately, such as possibly using agency resources to further the affair.

Intevac Announces Resignation of Kevin Fairbairn, President and CEO

SANTA CLARA, Calif.--(BUSINESS WIRE)--The Board of Directors of Intevac (NASDAQ:IVAC) today announced that Kevin Fairbairn has resigned for personal reasons as the Company?s President and Chief Executive Officer and as a member of the Board of Directors, effective immediately. The Board of Directors also announced it has appointed Norm Pond as Chief Executive Officer. Mr. Pond, a founder and former Chief Executive Officer of the company, will also continue as Chairman of the Board of Directors.

MINYANVILLE ORIGINAL Many stocks will reach their ex-dividend date next Monday, which is significant for investors as the seller of the stock on that date, not the buyer, receives the most recent dividend.

A stock must be bought one day before the ex-dividend date to claim any dividends that have been announced but not yet paid. The company determines on the record date, which usually occurs two days after the ex-dividend date, which shareholders qualify for the dividend. Shareholders listed as holders of record after the record date then receive their dividend on the date of payment established by the company. Those purchasing right before the record date forfeit the dividend and normally get the stock for a reduced amount.

It may seem an anachronism in this era of high frequency trading, but the dividend rate rules are in force since it can still take up to three business days for transactions to be credited to and settled in an investor?s account.

Below are five stocks that schedule November 19 as their ex-dividend date. All annual yields are estimated.

ArcelorMittal (NYSE:MT) yields 4.31% annually and has a market cap of $22.86 billion. The global mining and steel company will pay a quarterly dividend of $0.1593 on December 10, and its quarterly yield will be 1.07% based on yesterday?s closing price of $14.85. The company first paid a dividend from 1998 to 2000 and then began paying a quarterly dividend in 2005. The dividend is down from a high of $0.38 in 2008.

Applied Materials (NASDAQ:AMAT) yields 3.47% annually and has market cap of $12.68 billion. Applied Materials provides manufacturing equipment, services, and software to the semiconductor, flat panel display, solar photovoltaic (PV), and related industries worldwide. It will pay a quarterly dividend of $0.09 on December 12, and its quarterly yield will be 0.87% based on yesterday?s closing price of $10.36. The company has paid a quarterly dividend since 2005, and each dividend payment has either increased or remained the same from the prior quarter.

Target Corporation (NYSE:TGT) yields 2.35% annually and has a market cap of $40.80 billion. The operator of general merchandise stores in the United States will pay a quarterly dividend of $0.36 on December 10, and its quarterly yield will be 0.59% based on yesterday?s closing price of $61.38. The company has paid a quarterly dividend since the end of 1967. When accounting for all stock splits, each dividend payment has either increased or remained the same from the prior quarter.
